Sorry, but no. The rules say the thread needs to be started by the 31st to be eligible for RE points and this thread has been up for enough time for that to happen. You can still make a thread and use your RE, it will just only be worth the normal amount of LP it would normally earn and not the RE development points.

Wait, so if I reply to another person's RE that's the same as mine, would I still get the points even after the 31st?

Yep, you're free to participate in any of the RE's (as long as the thread starter didn't specify them as private). The threads just needed to be started before the October 31st and finished before November 15th to get the points for being an RE. So yes, you can still jump in to any of these threads and participate. =)
